Also experienced in analyzing lifecycle economics, performance, energy efficiency, operation, and maintenance, and thermodynamic modeling of gas turbine combined cycle plants, cogeneration power plants, steam power plants, geothermal energy use, solar energy, fluidized bed combustion systems, compressed air energy storage, fuel cells, electric vehicles and other technologies in the residential, commercial, industrial, and transportation sectors. A great breadth of experience in developing test plans and onsite measurements of criteria air pollutants and hazard air pollutants including radioactive air emissions from power plants, industrial processes, and vehicles. Recent work includes project management, engineering economics analysis, and operational analysis of the damage and financial cost of cycling operations for combined cycle power plants, cogeneration power plants, and gas-, oil- and coal-fired power plants. This work involves evaluate the operations and maintenance schedules and costs of gas turbine combustors, steam turbines, HRSG, condensers, SCR, CO catalyst, boilers, fuel handling equipment, electric generators, and other balance of plant equipment. This work includes availability/reliability modeling, plant life assessment, power production costs, statistical analysis correlating the costs of cycling damage to the measurement of transient operation of the plant components.

Sacramento Municipal Utility District — Project manager and technical lead of Cost of Cycling operations for gas turbine cogeneration/combined cycle plant.
Front Range Power, Smith-Enron, Southern Company, EDP, and Cinergy — Engineering and financial analysis of Cost of Cycling operations for Combined Cycle power plants.
NRG — Developed Life Extension database for El Segundo and Encina steam power plants.
PG&E — Technical lead in assessing the energy impacts of new and proposed air quality regulations for PG&E examining the change in energy use in gas and electric service territories because of new air quality regulations implemented by ten different regulatory districts.
SCE and SDG&E — Technical leader on projects on Global Warming for gas assessment. The programs quantified CO2 emissions for these utilities and recommended strategies for CO2 reduction. The cost of CO2 reduction on a $/ton basis for over 153 supply- and demand-side technologies was generated including renewable supply-side technologies. Coordinated public workshop on Global Warming. Quantified the electrical impact of the South Coast Air Quality Management District's Tier I and Tier II strategies of the Air Quality Management Plan estimated the impact of air quality control measures on SCE's electric supply.

Solar Turbines, Inc. — Developed first NOX/CO water injection control system for 4 MW gas turbine engine. Published and presented paper at national American Society of Mechanical Engineers (ASME) meeting on developing CO/NOX control system for cogeneration plant. Developed torch igniter system for dual-fuel Mars engine. Supervised programs to design and test gas turbine systems for emissions compliance. Developed first air emissions computer database for production tests. Reviewed and commented on plans and reports on development of catalytic combustion systems for Solar engines for government program sponsor.
California Energy Commission — Identified new and expanding opportunities and trends for direct-use Geothermal energy for California. Energy audit and report showing energy consumption and cost savings of geothermal heating system for a High School. Led team investigating financial benefits of gas turbine power augmentation techniques and authored report. Reviewed projects/reports on research and development of catalytic combustion systems for gas turbines and diesel engines.
Performed technical and economic due diligence assessment of a $30 million geothermal power plant; examined benefits of distributed generation; reviewed the energy project proposals under its Energy Technology Assessment Program for over 6 years conducting an independent and objective technical review of about 20 proposal providing a detailed technical evaluation for the commission of various energy project.
Primary author of a section of the Energy Development Report. The section determined the major environmental and regulatory trends that will influence the selection or use of energy technologies in California for the next three decades. Wrote and updated technology status reports for geothermal (liquid and vapor dominated), photovoltaics for distributed generation, fuel cells, and biomass. Compiled thirty case studies that summarized energy efficient technologies for use in California. Wrote a report describing opportunities for CO2 reduction from stationary sources including renewable technologies such as biomass and landfill gas utilization.
EPRI and GRI — Energy modeling of fluidized-bed combustion projects for waste-toenergy. Product manager and technical lead with profit/loss responsibility developing database software product for analyzing the lifecycle environmental and energy impacts of technologies in the residential, commercial, industrial and transportation sectors. Wrote emissions testing protocols for natural gas vehicle. Managed commercial refrigeration energy monitoring project. Developed Cogeneration implementation study and database.
Battelle Northwest and Lawrence Berkeley Labs — Wrote recommendations for reducing air emissions from nuclear waste vitrification technology supported Lawrence Berkeley Labs in their efforts to comply with National Emissions Standards for Hazardous Air Pollutants. Wrote specifications for system procurement and procedures for the installation of instruments to provide stack monitoring of radioactive air emissions.
NASA Ames — Audited NASA Ames facilities for air emissions and hazardous waste.
US Military — Performed an energy audit and made recommendations to reduce energy consumption for the Navy’s avionics overhaul facility and an air quality offset survey and analysis for March Air Force Base. Wrote a review of the base emissions sources for potential reductions from boilers, heaters, paint spray booths, and the jet engine test facility.
Santa Barbara APCD — Led program to develop and demonstrate technologies to reduce emissions of nitrogen oxides from gas turbines operating on offshore platforms.
