Mr. Barrera has extensive expertise working as a Process Safety Management (PSM) Mechanical Integrity Consultant. His experience includes upgrading, developing, and implementing of PSM programs, and technical writing of maintenance procedures. Mr. Barrera also has developed expertise in implementing testing processes, documentation requirements, and follow-up PSM Audits/Assessments to ensure compliance with OSHA 29CFR 1910.119, which involved critical shutdowns, safety relief valves, fire protection systems, and the basic PSM Program.
Mr. Barrera is skilled in coordinating mechanical integrity American Petroleum Institute (API) inspections, which include the logistics, testing, and documentation of vessels, piping, and tanks. He has also performed risk based inspection analysis, equipment reliability assessments, and incident investigations. In addition he has directed the maintenance and inspection activities of contractors. His background also includes extensive expertise in all facets of corrosion mitigation. Mr. Barrera is fully bilingual in English and Spanish.

- Safety Systems and Devices Coordinator – Responsible for implementation of Safety Systems Program (pressure relief valves, critical safety devices, and fire water systems) and the PPM – Pressure Protection Manager database (PRV/CSD specifications, sizing, and design basis criteria) in 33 fields and PSM facilities nationwide.
- Revamped and standardized Safety Systems and Devices program for production organization nationwide, ensuring compliance with OSHA regulations and individual affiliates’ specifications. Upgraded Mechanical Integrity Manual and revised procedures for safety systems and devices used in training. Participated in training over 165 employees and managers. Implemented safety systems and devices program through workshops, Net Meeting, and presentations in 33 fields and gas plants (completed project five months ahead of schedule). Developed new process for optimization of testing frequencies for pressure relief valves and critical safety devices that was adopted by the Production Organization; saving a projected 35% in costs while maintaining OSHA compliance. Piloted study evaluating use of new Electronic Valve Testing System for PSM facilities; persuaded management to implement system, saving approximately 40% in testing costs and improving safety procedures.
- Safety Systems and Devices Coordinator/Mechanical Integrity Technician – Assisted team in revamping Mechanical Integrity Manual for PSM facilities. Coordinated vessel inspection during plant turnaround, completing inspection safely and by deadline. Managed inspections for 1000+ vessels at three major gas plants, ensuring compliance with OSHA and company regulations, mitigating failures, met with Department of Labor representative, and avoided potential safety hazards. Directed contractors in execution of complete mechanical integrity inspection at gas plant, ensuring piping, vessel, valve, and tank safety. Inspected field vessels/piping and monitored repair work at vessel shops.
- Senior Engineering Technician, Corrosion – Mitigated oilfield/plant corrosion utilizing cathodic protection, chemical inhibition, paints, coatings, and nondestructive testing. Performed corrosion/hazards surveillance at gas plants and oil and gas fields in southeast Texas, recommending remedial action to management as needed. Coordinated wellhead radiographic inspections, hot piping inspections, vessel ultrasonic inspections, cathodic protection surveys, and chemical inhibition programs, photographing hazards, ensuring safety and operational integrity of equipment. Developed new inspection procedures for hot piping and vessel inspections, improving safety and reducing downtime by identifying near-failure components and accelerating repairs.
