Mr. Harper has acquired specialized management competence, covering corporate and
project management, through 36 years of experience as part of contractor and consultant
services provided to the oil refining, pulp and paper, chemical manufacturing and power
generation industries. He has experience in presenting services, discussing client needs and
formulating services to suit client needs and in the provision of engineering solutions to
process facilities. Corporate management experience covers the formation and management
of engineering, maintenance and construction companies and the management thereof
including company Health, Safety and Environment, and Quality Management Systems.
Project Management has covered engineering, maintenance, turnaround and consulting
services management, from providing competent craft personnel for oil refinery turnarounds
to the implementation of Asset Integrity Management improvement programs.
EXPERIENCE
- Currently Operations Manager in the Aptech Houston office, responsible for the
management and coordination of projects run out of the Petrochemical Division
office. Clients include amongst others Huntsman Chemical and BP, Tesoro and
Valero Refining. He markets APTECH’s Asset Integrity Management program
including Process Safety Management, Risk Based Inspection and other engineering
services to improve plant reliability. Responsible for the Project Management of the
implementation of the Aptech Risk Directed Mechanical Integrity Program
(RDMIPTM) at the Engen (ex Mobil) and Chevron (Caltex) Refineries in South
Africa.
- Shareholder in contractor companies in South Africa servicing the Oil, Gas and
Chemical Manufacturing Industry. Typical large service contracts have covered
Turnaround Labor and Equipment Supply for the Shell and BP, Engen (ex Mobil)
and Chevron (Caltex) Refineries in South Africa. Another involved a 5 year major
storage tank repair and rebuild and off sites maintenance contract for the Chevron
(Caltex) Refinery in Cape Town.
- Had 24 years experience in various positions with Fluor, the large USA Engineering,
Procurement & Construction and Maintenance company. Held Project Manager
positions on contracts providing mostly maintenance services to all the oil refining
facilities in South Africa as well as the major Synthetic Fuels (oil from coal) Sasol
Group and gas processing PetroSA facility in South Africa. Also provided and
managed maintenance services to the chemical, pulp and paper, fossil power and
nuclear power generation facilities in South Africa.
- Has completed assignments in the USA, United Kingdom and Netherlands for
Aptech and Fluor Daniel, covering various diverse projects, including new refining
projects in the Middle East (ARAMCO) and North Sea Oil exploration.
- He is the Oil and Gas and Chemical Manufacturing Industry representative in the
Western Cape area of South Africa for National Skills Development Project, he leads
Contractor Forums at the Chevron Refinery in Cape Town and was elected to the
Board of the SA Oil and Gas Alliance a Government/Private initiative to promote
the Cape area as a construction and maintenance location for the offshore oil and
gas industry operating off the coasts of Africa.
